This insult is ironic due to the clever contradiction between "a very long walk" and "a very short pier." The impossibility of taking a long walk on something physically short creates humorous tension. The polite phrasing "I suggest" adds another layer of irony - it presents hostile intent (wanting someone to fall into water) in the form of seemingly helpful advice. The insult works by wrapping its aggressive message in contradictory and falsely courteous language, making it more sophisticated than a direct attack.
