Great city builder that requires quite a lot of planning and initial micromanagement when you set things up. That's not a bad thing though. It's a game about centrally planned economy after all, that's the entire point of it.
Lot of different industries to set up that can be interconnected with other industries if you want them to be effective. That also requires planning out transport infrastructure (trucks, trains, ships, helicopters, planes) to support all your industry.

Lot of places where your planning can go wrong and your citizens will suffer, starve, freeze and try to flee to western countries en masse. Again, very realistic for centrally planned economy. If that scares you there's a lot of customization for difficulty options - individual game systems can be tuned down or turned off completely for learning purposes. Over time I suggest to turn them back on again. When you figure out how they work having them all on makes the game really good.

Ultimately you should try plaing in "realistic" mode where every road and every buildings needs to be manually built by your citizens - you have to get the required building materials and transport them to the building site. Then bring the workers and required machinery to actually build the thing. It slows the game and adds another layer of complexity to your planning, e.g. renovating/rebuilding a road means it's going to be closed for some time. Do you have alternate routes prepared or will you starve your vital heating plant from necessary coal that's now stuck in traffic? Maybe it would be better to start the renovation in summer when heating is not necessary?

Game has not so good tutorials though so be ready to figure stuff on your own or read/watch some guides on the internet.
