Littering is understandable in some instances though. Like every year I accumulate a jar of ♥♥♥♥ lint. I'd throw it in the garbage, but then I'd have to stare at a pile of ♥♥♥♥ lint every time I pass it that week. All things considered, I find that emptying my ♥♥♥♥ lint jar at a public park is the optimal solution. At my last empty, a city police officer saw me and cited my for littering, which is a $375 ticket in my town. I figured it was an easy ticket to beat, so I set up a court date. That day, I went in and calmly explained to the judge that my "litter" was nothing more than ♥♥♥♥ lint. My fine was doubled.
