Yeah you’re mostly spot on, only thing is she herself doesn’t feel hatred for everyone, but it’s more or less the other way around, everyone would be hating her. The character is Hidoi-san the maid, from Nijiura Maid. Hidoi meaning awful, as in she is awful at everything.
