This is not a saints row game. So don't expect it to be a saints row game, and you'll have a solid time. It's one of my favorite games of all time, despite it being buggy and flawed at times. It has a lot of charm and solid enough gameplay to keep you interested, but this game was released way too early and needed more time in the oven to refine the gameplay a bit more.
