How do I join with these IP addresses?

Step 1.Make sure you have developer console enabled. Which can be enabled at Options -> Game Settings
Step 2. Press ` (left of 1 and above tab) to bring up the developer console.
Step 3. Type or copy and paste "connect 192.99.32.150:30065" (without quotes) into the console then press enter.
