Description about the Morning Stars

Morning Star is the oldest surviving gang in Steelport, and as such it commands considerable respect among criminals. They are a European gang that deal mainly in human trafficking and prostitution. It is led by Belgian arms dealer Phillipe Loren, and the organization maintains legal and illegal operations worldwide. For instance, Morning Star operates a high-end gun boutique in town, which sells weapons to people who have the cash. Simultaneously, the gang outfits illegal organizations, governments, and militaries with weapons as well.

Phillipe has at least two lieutenants, Viola and Kiki DeWynter, extremely close sisters and art dealers who are Phillipe's protégés and run Morning Star's Human Trafficking ring. They run things while Phillipe deals with the Syndicate. It also seems that there is a fourth high-ranking member who is probably second in command of Morning Star.
