What is "Paluwagan"?

Paluawagan is also known as a lottery

Ex.

people will pay 1 ref each to a middleman/admin( it's me and [FN] xTH3RM4Lx atm),after they pay the right amount, we will use random.org and let them choose their number, if I have picked a random number, let's say number 3 and the person who picked number 3 will be paid on how many refine people entered

There will be 3 WINNERS, example, 25 ref.1st winner gets 15 refined, 2nd winner gets 6 and the 3rd winner gets the remaining refined
