The pressed concrete of a subterranian empire bustles with daily life, the hum of a harmonious people, watched over by the drifting masks of the first defense force.

A group of particularly well armed infantry travel beyond the inner limits of the lower floor, and enter alongside one or two confused looking researchers, into the New Astorchan department of containment.

Among them, one of the soldiers carries no firearm, his left sleeve is pinned to his shoulder, a vacancy where his arm used to be all those years ago.

Czar Garter Omnis leaves the primacy of his guard at the entrance to the facility, all save for two men, whose glowing combat suits glide effortlessly between the colorfully painted walls.

They drift by the depravity centers, thin glowing lines of airlock doors in which isolated individuals moan silently in their well furnished apartments, dreaming of whatever disgusting impulses have landed them there.

A manilla folder is clutched firmly in the grasp of his remaining hand, and flutters softly as they walk towards the New Astorchan research center for the violent or possessed.

Omnis pauses at the entrance, and mutters to the guard at his left, a wide shouldered and imposing man of 40 or 50.

"are you sure his scores were accurate?"

The guard stiffens and responds with the unfeeling practice of a military lifetime.

"Czar Omnis, with all respect he was the illustrator of the landing day riots at 20, sir"

"in studying his behaviors in service of the resistance, my team has concluded his maneuvers provided a perfect score in all fields of Astorchan generalship --"

"-- all saved for compliance of course, sir"

Omnis raised a hand then, and the door to the research facility rose with a muted hush.

The corridors here were of an older design, and were harshly grey and brown, pillars of iron staggered the hall between thickly plated barriers, behind which one could hear the twitching writhing, screaming, or silent presences of the demonic.

In their travels towards the end of the hall one such barrier held at its side a plauqe which read.

"Resident Riccards Staad"

The barriers here were admittedly sluggish, and rolled grinding against ancient rust and elder gears, leaving the team of men to peer from the rigid hall into the strangely peaceful entryway of a well maintained holding cell.

At one end sat an older man perhaps in his mid or late 30's, his hair was thick and long, but well kept, and interrupted only by a large brand at the right side of his skull, a scarred white V, a symbol of his variance, and a warning to all who might view him.

"Well hiya boys!"

The man managed with an unnerving intensity, and a sharpened grin

"What can I do for you?!"

A Cold Reality

Locked away in it’s corner of the Galaxy, the Dominion has sat back in it’s little corner of space, focused upon it’s own petty concerns. The Link was all that mattered. A collective consciousness that involved most if not all of the Founders in the known Universe. Long ago they had subjugated most of the cluster, never had they any concern, until, a Vorta report was submitted from the Array of Galactic Observance. A small planet named Sol had developed the means much like some of the other older races to finally leave it’s home system. Across the Galaxy this phenomenon brought great concern to the link. For near to Five-Hundred years the Link debated the merits and consequences of near a million separate courses of action. All the while, the instances of sub-light and light travel increased ten-fold. The galaxy was coming to life and the Founders were entirely unsure what to make of it.

Near the end of deliberations, the Link has eliminated all but two proposals. The Vedek and Salone Plans were set before the race of Founders and as of 2500, a gradual consensus has yet to arrive around either.

Vedek Proposal
The Vedek Proposal sets out on the assumption that Humanoid Life can be reformed, worked with, and reconciled with Fluidic Life. To that end the Dominion should adopt a paternalistic, neutral, and conciliatory path, assisting the galactic powers in a forum wherein it may aim to enlighten and advance the common good throughout the Galaxy.
A reasonable re-activation of the Jem’Hadar and Space Forces in accordance with the Modern Strategic developments
Establishment of a Galactic League or Assembly of Nations and Races wherein the Founders might attempt to reconcile grievances across the Galaxy and assist in an orderly transition into an advanced multi-racial galaxy based on the principles of Free Navigation, Individual Freedom, and Universal Amity
Establishment of a Commission of Technological Assistance with the aim of providing non-military technology and assistance to the less developed races.
A commitment to the gradual emancipation of subject races through Genetic modification.

Salone Plan
Predicated on the assumption that Solid life is inherently self-destructive, dangerous, and ultimately fatal if left to interact freely with Fluidic Life, this plan soundly rejects co-existence and instead adopts a more aggressive posture towards Humanoid life. With efforts directed towards ensuring the expansion of the Dominion’s sphere of protectorates and subject states until the threat of humanoid lifeforms is adequately contained or eliminated.
The Immediate Re-activation of all Jem-Hadar Standby Units and a quintupling of the standing forces of the Dominion Military
Aggressive attempts to infiltrate and subvert the Galactic powers in an effort to destabilize the known universe.
Immediate work is to be put forward towards the creation of a “Super-Bug” capable of culling the Humanoid population of non-Dominion powers by at least 57% in order to slow the present rate of expansion.
The Growth of the present Sphere of Dominion control in order to absorb more and more polities into the Dominion until which the Humanoid threat is contained or detered from acting against Fluidic Life.

Though none of two as of yet have been fully adopted, parts of both have been. For instance the Great Jem’Hadar shipyards above the planet of Kandar have been recommissioned with immediate effect. It is expected that a naval buildup will take place in order to ensure the continued security of the Dominion in the present circumstances of renewed space exploration and military conflict. Towards the Core, the Vorta have been instructed to begin examining the nearby systems[imgur.com] with the hopes of calculating their usefulness as future Dominion colonies.

Furthermore a radical element of Founders has also put forward the need for a stronger infrastructure and possibly even the need for the extermination of certain Humanoid lifeforms. To that end they moved around the formal channels ordering the construction of a formal Strategic Coordination Center, Established a Jumpgate Project, and have put the necessary groundwork for a Matter Decompressor in future.

“On the balance, we’re losing more than you.”

The Dominion has hitherto acted as one of the more enigmatic space powers. Refraining from communication, fiercely protective of its borders, insulated, and removed from the Galactic economy even where it’s neighbors were concerned, but this most certainly changed with the arrival of an Aurixian probe. It’s engine systems were fried almost immediately as it crossed into Dominion space. Unidentified traffic was subject to the constraint influence of FTL jammers. A Jem’Hadar team soon came upon the Probe, boarded it, and with the work of several scientists, discerned it’s origin. Shocked, the Founders elected to begin their diplomatic and espionage efforts.

Towing the Probe behind it, after near to ten years of it’s mission in Deep Space it came home. The Dominion Battlecrusier that had brought it hovered above the planet of origin, a message broadcast to it’s owners in the best approximation that could have been mustered in the impressive four weeks it took to travel using their impressive navigation technology.

Though their intentions were diplomatic, the Jem’Hadar would leave that matter to the Vorta. The ship itself was built for war and it’s forty torpedo tubes carried more than a pre-space faring race’s entire potential arsenal of destructive weaponry. Fanatical, the Jem’Hadar were ready at any moment to give themselves in a fanatical effort to sterilize the world before them, though it was hoped that such an occurrence would not be needed. This diplomatic effort soon began to be repeated across the Galaxy, though many races were separated by distance and unaware of the other’s existence, the Dominion would seek to make contact with them all if they could. In this galactic Dark Age the facilitator of communication would own a masterful position and they would establish such a setting for those services on their showcase world.
