Training and Recruiting

Hoovy Headquarters of Operations is a branch of H.P.A (Hoovy Protection Association) that organizes protests of hoovy killings and recruits/trains new H.P.A members that are getting ready to join the main group. Hoovies that decide to stay after training is complete become officers/admins and organize and execute hoovy operations.
