Never heard of this utility before, but apparently it's included with Windows. If you're having a problem with a driver, but don't know which one, you can use this to stress the drivers. It'll tell you which driver is causing the problem.

If someone else knows it/has used it, maybe they could explain it better.

This also works on Windows Vista and Windows 7.
