Tomsk is a city in Russia, the administrative centre of the oblast and raion of the same name, located in the east of Western Siberia on the bank of the Tom River.

The oldest in Siberia is a large educational, scientific and innovation centre with 9 universities, 15 research institutes, a special economic zone of technology-innovative type and 6 business incubators.

It is a member of the Association of Siberian and Far Eastern Cities and the Association "Network of Major Asian Cities".

The city is rich in monuments of wooden and stone architecture of the XVIII-XX centuries.
