This new document composed by the Kaiser will unify all of the lands of the former Holy Roman Empire under one centralized leadership. It is the job, duty, and obligation as the largest Germanic state to propose and foster such an idea.

The Germanic Charter (GC) would allow for all lands to be ruled by one group of elected princely, kingly, and imperial leaders. All members of this council would be comprised of leaders of the many Germanic states that the Charter includes. This council, to be known as the Großrats or United German Council (UGC) and its leadership would comprise of the following:

President
Vice President
Councillor
Councillor
Councillor

The President would be elected by the leaders of all of the Germanic States. The Vice President would be the runner-up. The three Councillors would be appointed by the President and Vice President; they to are leaders of any of the Germanic states.

This Charter would extend as far north to Denmark, as far south to Rome, as far east to Bohemia, Austria, and the Polish border, and as far west to the French border (lncluding the Netherlands and Belguim).

Each Germanic state has the right to join at their own will, but once in the Charter, only an act of annexation or explusion by the Großrats would lead to a state leaving the GC. This is an idea which should be fostered and floated amongst the members of the Germanic states. That will start here in Prussia.

I, as Kaiser of the Prussian Empire, do hereby enact the Germanic Charter in Prussia. Once the Charter is ratified by more Germanic states, a clearier outline of the Charter and the Großrats' powers will be drafted.
