Extract the /tfc_addon folder in C:\Program Files (x86)\Steam\SteamApps\common\Half-Life\

Then you will need to active them ingame.

To make the texture pack work, you need to type 2 commands into your console/config:

r_detailtexturessupported 1

r_detailtextures 1

note to disable "HD" just change the "1" to "0" on both
