This is the motto of "TH3_W4TCH3R5" (The Watchers) a faction of neither heroes or bandits.

"The Watchers" aim to protect the innocent until order is restored, they in no way believe they are the ones to restore it. They believe when the time comes order will restore itself. Their role is to stop the situation from getting any worse that it is. They will watch everyone they see, silently, and finally decide... Shoot or Save... They base this decision on how they treat others, and if they kill them how they go about it. They consider was it fast or slow, did they trick them into a trap or present a fair fight? Every little thing is taken into account.

If they choose to shoot they will aim to kill, but only shoot once. Fate decides what happens from then on if they survive... If the Watcher chooses save, they will be led to a safe area, then given guns, ammo, food, just the things they need to survive...
