If you're wondering why Steam will be cranking up on deleting NSFW Steam groups, most of it is because of the upcoming FOSTA Bill.

why does this impact steam? Up until now, section 230 of the Communications Decency Act has protected websites from being liable for the actions of their users. IE: if someone posts about something illegal on reddit, reddit isn't liable for hosting that illegal content. FOSTA is the first piece of legislation passed to ever weaken that protection, and the legislation uses such vague language that almost any website could be liable. It means that a random user posting about sex trafficking or sex work on a steam forum, could result in steam being charged. So websites are shutting down any communities where users might post such content to protect themselves from this new liability.
