Because the VAC just isn't cutting it

So, for years and years we've trusted the VAC to keep the jerks out of our servers, but then Modern Warfare 2 introduced the server-free play environment. When we are placed in a game, we expect the VAC to remove all the cheaters from the game, but is that really the case?

Time after time I watch killcams of players shoot through multiple buildings for perfect headshots, or watch their crosshairs go from head to head instantly as the cheater gets a nuke and ruins the game for everyone.

Even when the rest of the players on each team send a report or tell them to quit, nothing happens. They continue to ruin the gameplay experience for us. I've decided that the automated VAC system is not enough, because the hackers update their programs faster than the VAC can stop them. The only concrete proof a person is cheating is from us, the players, to catch them in the act.

By joining this group, you are signing a petition to be presented to Valve the lays out the following terms:
- Players who submit a user misconduct report via the offending cheater's Steam Profile will have their reports recorded via Steam cloud.
- Users suspected of cheating identified by many user misconduct reports will have their gameplay reviewed by volunteer admins on the Steam community forum, who can then make a reccomendation to Valve community administrator who can choose to ban the player or not.
- When VAC bans a cheater who has been reported by another player, the player/s who reported the cheater will receive a BAN CREDIT (i.e. they proved themselves able to recognize a cheater)
- When a user misconduct report is filed against a player that has not cheated, and multiple reports are not filed and/or an administrator cannot identify them as cheating, they LOSE a BAN CREDIT.
- When a predetermined amount of BAN CREDITS are acquired, the player is allowed to make direct reccomandations for personal review of cheaters by VAC or Steam community administrators.

Several ideas have been submitted for the recording of hacking, including:
- Regular system-wide scans of file system of ALL players with MW2 as part of client update/security update.
- Steam Overlay UI-integreated gameplay video capturing system, allowing videos to be captured and uploaded to steam community forum without any option of editing. May also have timestamp and/or metadata relating to other players connected to server to further ensure security and validity of such an option.
