Panzer Elite:

- lowered medical aura range on muni HT to 10m (from 25), lowered healing rate to 66% of field HQ
- increased cost of Panzer Artillery Command to 360mp (from 240), increased Panzerjäger Kommand cost to 260 (from 240)
- increased build time of PzGrens to 9.5s/man = 38s per squad (from 8.5s)
- increased reinforcement cost for PzGrens to 43 mp (from 40)
- lowered Kar98 damage to 12 (from 13), lowered G43 damage to 13 (from 14), slightly increased accuracy to 0.45/0.6/0.8 (from 0.4/0.6/0.8)
- increased AT HT cost to 280mp/30f (from 260mp/25f)

Ostheer:

- fixed invincible LeFH 18
- lowered Panzernest hitpoints to 300 (from 400), set cost to 180mp/25f

Soviets:

- increased Ingenery cost to 160mp (from 140), increased health per man to 45 (from 35), total hitpoints are 180 now (for comparison: US engineers have ~160 hp for 140mp, Wehr pios 120 for 120mp)
- tweaked Conscript rifles (buff)
- Sturmovie Ingenery 4men (from 3), increased CP cost to 4cp (from 3)
- 85mm m1939 and m1938 122mm howitzer can be build by ingenery aswell now. m1939 requires Sturmovie ingenery unlock

Wehrmacht

- fixed double Tiger ability in Blitzkrieg

USA

- set BAR rifle damage against tp_infantry_soldier to 0.75 acc and 0.85 damage (from 0.75 acc and 0.6 damage)

Bugfixes:
* fixed wrong pop cap on Ranger and Priest call in
* removed some unavailable upgrades

Panzer Elite:

* re-added Panther to PE, can be built in Panzerjäger Kommand and requires t3 + t4 and both upgrades, costs 640mp/140f
* removed JP IV from regular teching
* tweaked Stubby Halftrack gun (buff)
* lowered Marder III cost to 260mp/40f (from 300mp/40f)
* lowered PIV upgun cost to 50 ammo from 60, icnreased skirts cost back to 75 ammo (from 60), upgun only requires jägerkommand now
* sprint no longer is a global lategame tech, instead it's unlocked on squads with veterancy 2 and higher
* reworked warming shot, it's a timed ability now that no longer slows down squads. It still supresses, but slower than before.
* Fallschirmjägers can throw their phosphor grenades over "regular" range now

Wehrmacht:

* set panther cost to 640mp/140f - the original cost from 1.701) - indirectly buffs USA lategame and Panzer IV and keeps axis from "spamming" panthers lategame in teamgames. Or at least makes it significantly harder.
