Help with the war against the tryhards!

I have been thinking about how we are going to be promoting people to each rank and i've decided that the two best options are to either 1; have a time period for each member to have in order to get to a specific rank, or 2; to give the rank to whoever passes a specific task such as player of the week. I will leave the deciding to you however, as I don't want to be the one deciding the rules here, I would much rather it be a collective decision. So please state which option you think would be best in the discussion tab, the option with the most votes wins!
