Switching out abilities?

New to the game, and I was wondering how abilities work: are they permanently attached to a character, or can they be switched out? Using the search bar, I found this from the develope: "Abilities are gained during the campaign, and you are free to swap them in and out on all characters as you see fit, and make interesting combos." It's alright. A bit on the rails until your done with the tutorial.

Then, you can't cleanly restart a level just have to suffer loses or lose overall in the game. SO if you love a designer hating you and encouraging misery, this might be the real game for you.
