I've run into an issue which seems to be making certain quests unfinishable for me. Both involve bringing items from one character to another - the quest to bring the charm to the nervous goblin at the immigration center, and the one to bring a barrel of ale into the bar in the Harbor District. I didn't realize my inventory was full when I started these quests. For the ale, the quest started and the barrel was never placed in my inventory.
