My steam fps counter says it is maintaining 60 fps, (game appears to be capped at 60) but it clearly is not. The framerate is so jumpy it actually makes it unplayable since it requires so much precision. Yes my comp can handle this, yes it is a modern gaming laptop etc etc. Might have to refund until it gets ironed out. I am also having this same problem. Makes the game a nightmare to navigate. It's in every menu that I can tell so far, when in a level after pausing and even as soon as the game opens, the main menu has nothing.
