Why do the characters seem like stereotypes?

They are, but not for the purpose some people mistakenly believe.

The prominent figures, Adolf Hitler and Hideki Tojo, were among the most brutal people. The humiliation and dehumanization of these individuals is necessary for educational, dark humor, and satirical purposes. Denigrating these people in this way allows us to laugh at them and their ideology, NOT at their victims. We have great respect for Japanese culture and the country in general. I love Japanese culture. We also respect China, which is why neither the country nor any politicians will be mentioned to avoid problems and offenses. We want you to know that we respect every traditions and culture, especially important figures, as long as they haven't harmed anyone.
On the other hand, this cover mocks Stalin and Hitler in a very random way; the image is an internet meme. It shows Hitler and Stalin as if they were in a fighting game, making fun of them by depicting them as having superpowers and attacking each other in a chaotic world. This cover is a clear example of the limits of our satire and the most blatant humor.
