You can get 1 Sulu Bar for every 4 units you kill, and you can also get Sulu Bars by researching some technologies, which can be used to buy soldiers or buildings.
Purchase items are refreshed every 30 seconds, with a maximum of three appearing at a time.

The original Garrison Point has now been replaced by the Bastille, a more powerful Outpost that can be upgraded to a turret.
