Trying to turn the fullscreen option on, it turns back to windowed without changing almost instantly everytime?

Hi there. I have been playing the game on windowed mode no problem. However, when I switched to fullscreen I just get a blank screen and a cursor. Is there anyway to change back to windowed mode outside of the game? I already tried uninstalling and reinstalling....
