Why isn't it free on Steam when everything else is free?

Excellent game, but it's not great on an ultrawide. Using a 49" dell ultrawide which is 5120x1440. What it's doing is running at full width, but cropping off the height, so you miss loads at top and bottom. The full screen option doesn't seem to do anything and no options I can find to change resolution. Any ideas/fixes for this?...
