No matter what I can't do I cannot continue. Beat the boss and initiated the end sequence. Guy below gives task to report to witch but reporting to witch just starts end sequence over again? I have saves of before and after clear data and can't figure it out. I do have all the artifacts, including all the requests done...

I know to look in Apartment floors 91-96, but it seems hard to find (and the random layouts don't help). Any tips to make hunting for it easier?

So I've beaten the game finally, and now have the option to start ng+ or continue as usual...no Garland. Can't find anyone online having this problem aside from a few people who thought they had beaten everything but hadn't. Am I missing something here? I mean, I got to see the CG with the Garland in it lol...
