A friend of mine cant get this one, he lets everyone in except the ghost which we guess is the blue car guy, right? anything else missing?

Pro Guard Achievement not "Popping" up

I've been at this achievement for a while now, and I've also used the guide with practically all the licence plates. And yet, I can't seem to get the achievement. I don't know if there's an ending I have to do or something. If anyone could help, I'll be happy....

so i have the game almost at 100% but cant seem to get ending 7 to work?? it says at some point you open the gate on the left and walk in but mine wont do it
