The question of encirclement and annihilation

I tried to encircle and annihilate General Jiang (江忠源) at Pengze as the 1st picture: https://i.imgur.com/0PnUwkg.jpeg You can see Jiang is under fully encirclement, and I also put 2 navy fleets (over 10 boats total) block him. However the battle result showed he didn't got destroyed. I found him fled to Wuhu. Problem with cards if theres too many on hand

screenshot says it all On a sidenote, i have so much income compared to things to spend it on, so im just buying cards. Also i have 100 replacements atm (im using it only if unit is 2/4 or lower)

Do these Qing rebellions ever stop?

I thought the Taipings were the rebels. Playing as the Taipings I keep losing towns in the south to some sort of Qing rebells. I lose on average two cities per turn without any siege or fight. If I have any garrisons in the cities, they are eliminated without a fight. Armies with leaders appear outside. Managing a frontline in all directions is difficult enough without having to play whack-a-mole in the interior. 1. Is this normal or a bug? 2. Does it ever stop? 3. Can it be avoided? How complex is this game?

I can see there are several other SGS games that seem to have similar feel, but the theme is more appealing to me that the others. I have never played any of these games. Would this be an okay 'first' game in this series? If not, any recommendations?
