FPS issues

Hi. Good game so far but I'm experiencing drops in frame rates which goes as low as 20fps. Seems like its got worse after restoring the power. Adjusting quality settings doesn't seem to help much and seems the FPS is capped at 30fps. GTX 1080ti i74820k 32g ram Windows 10...

I can't open the front door.

Here's what I got in order of the florescent glow reading from the left to the right camera 3 hieroglyphics 9 (or is it a 6 - upside down?) projector 8 computer 0 so 3 9 8 0 nothing 3 6 8 0 something else I am missing?

Goggles activated (see right corner) but TV view with VCR tape does not change. Selecting 'E' to use TV and get a close up at this point yields only black and white static. HELP???
