Hey There, I just completed Tiny and see to access the level above it I need 10+ total stars. I currently have 13/84, so shouldn't I be able to access it?

I get the bombs and the locks but still haven't figured out what the key does?

Are the goals on the map supposed to be next to the level or are they just random? When I complete a goal, it does not match with the goals on either side of the map level.
