Hello, does anyone know how to get the achievement of the Ghost Train, I tried in several ways but I can't think of how to get it, if someone knows how I could comment

One windmill, 10 houses to build, no store to earn money. I've tried for hours stuck on getting that last house. Regardless of how many trains I use, the mill is just too slow to create the necessary output without being able to upgrade milling process. How is this level beatable?????...

The tutorial says a warehouse will give you 5 instead of 3 but this doesn't work...
