Installation Steps
1) Download the latest 1.4.0 version, essential for online plugin at 7 to play with others: http://pcsx2.net/download/releases/windows.html

2) Acquire Japanese BIOS for emulator and ISO in 3, insert into the BIOS folder of emulator directory.

3) Acquire the Japanese Resident Evil Outbreak File#1 and File#2 which later requires the English patch applied from 4.

4) Extract full English patch, launch Delta Patch as adminstrator to target the ISO with the File#1/2 patch included in this file - it also includes a DNAS pass to bypass archaic security features of the severs: http://resouttrans.blogspot.co.uk/?m=1

5) Register to this forum - login details are to connect to the sever and the forum has pertinent links (6): http://obsrv.org/

6) Download the following memory card file, which contains the DNS sever information preconfigured along with all unlocks, and extract it to memcard folder in the emulator directory: http://obsrv.org/viewtopic.php?f=13&t=2143

7) Download CLR_DEV9.7z and transfer it, unzipped as 'CLR_DEV9.dll', to the Plugins folder of the emulator directory: http://forums.pcsx2.net/Thread-Experimental-Winsock-based-DEV9-plugin-Now-with-HDD-Support

8) Launch the PCSX application as an adminstrator and activate/enable 'CLR_DEV9.7z' in Config>Plugin/BIOS Selector for the networking emulation. Additionally, in Config>Dev9>Plugins Settings>Options, set 173.198.207.99 at the DNS1 IP section.

9) Program the preferred input of any controller via Config>Pad

10) Launch either of the ISO's with the plugin (7) and memory card provided (6), proceeding to Network Play to login to the private sever with Obsrv username/password from 5
Warnings
Warning: Piracy is not endorsed and it is not acceptable to discuss publicly.

Warning 2: Trying to implement the obsolete instructions for network emulation - either WinPCap or the TAP Method - may conflict with the new plugin, which is very much simplified in comparison, method.

Warning 3: You should know the installer version (contrary to the binary) of PCSX 1.4.0 divides folders into two separate categories - one in documents, other in program files.

Warning 4: You may need to reinsert the memory card in the event it's not detected or failing to load.

Warning 5: You do require a competent computer to emulate and improve any graphical settings.
Tips
Tip 1: Do not forget to load the new, modified memory card!

Tip 2: Do not forget to extract/unzip/unrar any files which require that!

Tip 3: Do not forget to run as adminstrator for executables!

Tip 4: You require the following installed for PCSX2 and CLR_DEV9 to function correctly:
- Windows 7 Service Pack 1 (for Windows 7 only as an OS)
- Microsoft C++ for Visual Studio 2015 x86 (for PCSX2)
- Microsoft .NET Framework 4.0 (for CLR_DEV9)

Tip 5: F9 to reveal invisible text!

Tip 6: Be sure the correct BIOS is selected for the memory card file - there was an old issue with incompatibility between these two!

Sorry, too - ever since Steam removed my links, which took time to build up, I've been rather negligent with this guide, it's more remaining as a reference to the proper steps...a foundation for others to also form their own revised version. Before this, all guides were either extremely outdated, leading to obsolete steps that would mess up the much more newer and streamlined processes, along with poorly organised.

This was a way to motivate and bring new members with a concise and formatted guide, basically...!

Apparently, the old DNS is no longer active and there's issues with the original server. You'll definitely need to look for the new server details and also a valid save file that's compatible with this so to avoid any complicated Kanji menus.

The old one might be outdated,would explain the errors,but ill let you decide.

I'm stuck on the loading screen and I haven't played it in a long time roughly a year or so since RE3 came out. Any help?

Looks like i might need a VPN :winter2019joyfultearsdog: That`s the only thing i can think of,tried everything else,memcard swaps,multiple dev9 plugin versions and configs...so wanna play this online,but oh well...have to wait :(

Sounds like an issue with the Dev9 plugin - be sure you installed it right.

pcsx2 has this line that keeps repeating over time:

CLR_DEV9:Winsock Information: 8 : Creating New UDP Connection with Dest Port 53

Any ideas?

All the steps are valid and correct, which have also been ported to the official forum in a sticky, but the links have unfortunately been removed due to a Steam report - there's little I can do without risking further action(s). Please reference each step and track/search for the relevant downloads.
