Adds a new smithy to build all the taming related stuff:
-Narcotics
-Bola
-Slingshot
-Stone Club
-Stone Arrow
-Tranq Arrow
-Bow
-Crossbow
-Longneckrifle
-Simple Rifle Bullet
-Tranq Dart
-Sparkpowder
-Gunpowder
-Chain Bola

The Narco Smithy spoils raw meat and raw fish meat faster and preserves spoiled meat and narcoberries longer.

@Malafor all the craftable stuff in the narco smithy is vanilla, the only new and changed item is the narco smithy itself

Is the torp damage as vanila ? or has it been boosted ?
