Lowers the minimum allowed number of AI empires to 0.

MOD-MAKERS:
Feel free to add this functionality to your own mod if you have file conflicts that keep it from working. (Credit would be nice, but isn't required.)

(If you would like to upload an updated or fixed version of any of my Stellaris mods, feel free to do so. I don't feel like performing upkeep on content for a game I haven't played in months.)

A long time ago I added this mod's functionality to my No Clustered Starts mod. I've had this mod linked in the description ever since, but didn't know it wasn't being updated! Keeping the link because credit is only right, but if anyone wants a mod that does what this one does you can use this: https://steamproxy.net/sharedfiles/filedetails/?id=687226658

It does change how Clustered empire placement works, but that will have no impact if there is only 1 empire (yours) since it does not influence the placement of Fallen Empires or any other non-standard empire.
