Reports & You
I see a lot of people are complaining a lot on the forums about toxic players or intentional feeders/abusers in-game. There's a simple solution. Instead of using all of your reports on someone who looked at you funny, save them...for people who actually deserve them.
Noobs are people too
If you waste all of your reports on noobs in noob tier (when you're in the same tier with them) or on other players who make some snide remarks then it's no one's fault but your own when you have no reports left.

Reporting noobs for feeding is a waste of your reports. Save them for intentional feeders. There's a difference. If you have a teammate who keeps falling for the same traps/ganks then give them some constructive advice if possible to avoid those repeated deaths. If you do nothing but just flame them the entire game while they die repeatedly, it's your fault too.

It's not just noobs either. Experienced players make mistakes. I make mistakes. YOU make mistakes. Even pros make mistakes. A lot of people like to start pointing fingers when they lose or are in the process of losing a game. More often than not, you don't lose a game because of one player. If you win, it's usually a team effort and if you lose...it's also usually a team effort.

Instead of reporting every single noob, save your reports for people who intentionally spend the entire game feeding down the middle, repeatedly feed the courier to the enemy and troll with heroes like Keeper or Io. Because if you use all of your reports on "noobs" ...when you finally encounter a real troll, you're going to be sad that you don't have any reports.
Report X!
I constantly see games where players spam, "Report X!" I saw one game where within 5 minutes both teams were yelling for reports against their own teams. Wonder why? Because whenever players like this get any reports saved up, they will immediately use them all in a single game. These are the types of players who are generally toxic themselves.

You have a limited number of reports to use. Use them wisely.

Don't rage report your entire team just because you had a bad game or someone talked a little trash and hurt your feelings. These reports are usually unlikely to be effective.
ProTips
1. The other team generally will not care if someone on your team is intentionally feeding or griefing. Additionally, enemy players can only be reported for communications abuse, which can only result in a communications ban not Low Priority.

2. There's no need to announce to everyone, your teammates, and your opponents, that you're reporting someone. Just report them. Mute them if they're being a nuisance with chat/pings/etc.
Try to avoid responding to toxicity with more toxicity.

Instead of getting into a "Report X!" argument, you can bring your team's attention to the griefer by asking in chat, "X, will you please stop griefing?" or something to that effect, pointing out what he's doing to grief. Point out the offender and their behavior without starting a Report War. Your teammates may not be fully aware that another player on your team is griefing.

*Note: Your conduct report will show your total number of reports but this doesn't mean they all count towards LP. The Conduct Summary shows the number of matches in which you were reported, the number of distinct parties (including parties of 1) that reported you, and the total number of reports.

3. Players can get muted if they are reported enough for communication abuse. A player will also be permanently muted if their behavior score falls below 3000, until they raise their score over the threshold.

4. Don't waste reports for matchmaking abuse or smurfing if a player's behavior does not fall under these categories. Matchmaking abuse and smurf reports may result in a player's account being analyzed for abuse or smurfing, but if they are not doing these things, the report will be wasted.

5. Remember, you have to use Overwatch reports DURING the game. These are reports for intentional feeding, griefing or cheating. You can bring up the Overwatch report option from the scoreboard and clicking on the red flag next to a player's name. You can indicate whether the report is for ability abuse, feeding, suspicious movements/casts, scripting/hacking and griefing, then select just now, a minute ago or five minutes ago to indicate the time that the offending behavior took place. For example, if a teammate is currently AFKing in lane with a shadow orb, use the Overwatch report, select griefing and just now.

Overwatch reports are most likely to be successful when the griefing or cheating is extremely obvious. If someone was pushing another lane and didn't join your teamfight, an Overwatch report will probably be wasted. If a player dies in a teamfight or a gank and you report them for feeding, the report will probably be wasted. If you die in a teamfight, and a teammate doesn't join the fight, and probably would have been killed if they did, and you report them for that, the report will likely be wasted. Again, use Overwatch reports for obvious griefing or cheating.

*Remember: If your reports result in a player being muted or given LP, you will receive an additional report back.

Remember these tips and maybe you'll see this beautiful pop-up as often as I do.
