Wait with annexing&building courthouses in captured cities until the Qin dynasty if you can. Qin properties do not apply to CS afaik, Also, it kicks in on the beginning of your next turn, so if you are unhappy after annexing, you will be unhappy during the barbarian turn...
I actually don't know. However, this mod does not modify any base game interface files like EUI does. It uses completely original stuff, so, theoretically it shouldn't cause problems with EUI. Because of this, if I had to guess, it could work together, however, since the two mods don't account for each other, you might get some interface overlapping each other. Xia mainly has a dynasty tab at the top middle of the screen (see screenshots). If EUI also puts something there, one of the two might be obstructed.
