Disclaimer: This is an unofficial submod for Thrawn’s Revenge, not made by the EAWX team.

To my fellow Zsinj fans, and to the Consortium players, other modders, raptorheads, hero hunters, crimelords, and strategists, I bid you all Dark Greetings.

Zsinj’s Criminal Empire is a major overhaul for Zsinj’s Empire in Thrawn’s Revenge, allowing you to integrate the CSA and Hutts, as well as form the Criminal Empire with Tyber Zann as an alternative to Palpatine’s Dark Empire.

Features:

Pirate Base build timer debuff reduced by roughly half.
Defiler build limit has been completely removed. Build as many defilers as you want.
The Victory II Star Destroyer has been replaced with the Victory I in Zsinj's roster.
Zsinj no longer starts with his Raptor Troopers in era 1 starts. They are now unlocked through a research option that becomes available in cycle 10.
Raptor Trooper starting forces in era 1 have been replaced with Stormtroopers
Tie Raptors were replaced with Tie Interceptors until the aforementioned raptor research is completed.
New hero: Sliro Barsha, a spy hero automatically unlocked in both era starts.
You can now integrate the CSA as Zsinj, even if you are not the highest legitimacy empire, Doing so unlocks the ship market.
Once the CSA is integrated, Sliro Barsha can be upgraded to also give economic benefits.
CSA is automatically integrated in Era 2 starts.
The Hutt Cartels can also be integrated, doing so unlocks the Barabbula frigate, Karraga destroyer, Vontor destroyer and Voracious Carrier, buildable in Pirate Bases.
Integrating the Hutts also lets you upgrade Teubbo the Hutt into a Dor’bulla Warship, the Ootmian.
Armored Hutts can be built for Zsinj’s Empire if the upgraded Teubbo is in orbit.
All Imperial factions now have the option to refuse the Dark Empire, once unlocked.

The Criminal Empire:
After certain criteria are met, Tyber Zann pledges the idea of the Criminal Empire, a powerful upgrade to your faction that unlocks a bunch of new units.
To unlock the Criminal Empire you must have unlocked the Zann Consortium legitimacy group, have integrated the Hutt Cartels and refuse the Dark Empire when given the option (Make sure to only refuse the Dark Empire after all the other criteria has been met, otherwise the Criminal Empire will not be unlocked).
The Criminal Empire gives you two new heroes, Silri, a Nightsister that comes paired with a Rancor, and Darth Glovoc, a Sith Lord that can be used both on ground and in space in his Interdictor Star Destroyer, the Shattered Sun.
Two new buildings are unlocked, the Consortium Base, and Consortium Chop Shop, which is where all of your new ground units are built. The Consortium Buildings need a Pirate Base in orbit to be built.
Consortium Base Units are as follows: Light Mercenaries, Mercenaries, Elite Mercenaries, Droideka MKII, Sith Advanced Troopers, Dark Jedi and Flare-S Swoop Bikes.
Consortium Chop Shops are as follows: Bantha 2 Skiff, MAL Artillery, MZ-8 Tanks and PDF Canderous Assault Tanks.
Following space units are unlocked for construction in Pirate Bases: Hutt Boarding Shuttle, Dor’bulla Warship and the Darksaber.

You need to fulfill the requirments of unlocking DE, as written in the government menu (golden senate icon) and the requirements stated in the mod description

Thank you, Tax. I guess I'm not asking the right question. How do I unlock the prompt to refuse the DE and get the CE? Is it after X mount of weeks, do I kill a certain hero, do I conquer a certain planet(s)? I killed Thrawn already, btw.

You just buy the refuse dummy when DE unlocks

I acquired Tronox and Reshul, both say they are Crimeloards.

Zann Conrsortum did join me, but I'm only able to build the Aggressor class in terms of capital ships. Was hoping for the Kedalbe would be available. I defeated the Hutts, they didn't necessary join me. I think that wasn't the way to go. Can't figure out how to get them to join me.

Yep, the rejection is unlocked at the same time as DE itself. I think you can just wait with buying the dummy until you are ready

Thank you Tax. I was able to see the CAS new shipyard and all came together on that front. Now the matter of the Hutts. I am guessing there is a clear indication of when you can reject the DE. Trying to conquer all the Hutt planets to get the additional units.

The market is the ship market you unlock for integrating the CSA. To unlock the CE units you need to both integrate the hutts and unlock, and then refuse the Dark Empire (make sure you unlock the hutts before you refuse DE)
