Due to the enemy attack, Raiden is forced to leave the helicopter. Now he must find a private space flight company Solis, which could allow him to quickly enough to get to Pakistan before the attack.

Raiden meets up again with Sam Rodriguez. They fight, but this time the win over Raiden.

Raiden discovers that Stephen Armstrong, a Colorado Senator, is behind the attack. Armstrong manages the new Metal Gear called EXCELSUS. He wants to cause a war between the US and Pakistan to revive the military economy and use it as a ploy to become President.

The first Raiden destroys EXCELSUS Metal Gear and then fights against Armstrong and defeats him.

The war turned out to be avoided, but tensions between the U.S. and Pakistan remains high.

Maverick is the leading cyber company using the brain to produce workers and nurses.

Raiden decides to start fighting against corrupt PMCs on his own.
