is this client-side? can i play on public servers with it?

If you run the mod first - before logging into a server it automatically updates the character and makes all the necessary changes.

After which you can safely uninstall the mod
The problem after you uninstall is certain "quests" that the mod skips will have to be unlocked by normal progression if you have not completed them already.

So best to finish off all the optional side quests first then uninstall if you want to play it on a server that doesn't have it.
