Go to the mod menu ingame and select the mods you want to use then click next. At the top of the screen when done loading there will be a singleplayer option click it and enjoy ( I keep clicking back by mistake when enableing mods so be wary of that )

Some mods require BNW

I've had the same problem but once I made a brand new game and ditched my older playthroughs it was able to work

I have another problem: the lines in global relations panel are not showing up in half of my games.

Not sure if this is the problem OP is dealing with but a reason why mods do not show up in the mod menu is they haven't unpacked properly. You need to find the mod in the files and then use an unzipper or an unrar'er(or whatever its called, I'm stuck with penguinOS) and then the game will be able to display the mod.

Search up mods not unpacking properly on google.

For the people having trouble with this: Do you realize that in the "Mods" window you are supposed to click "Next" and not "Back"?

Some mods require BNW
If this specific mod requires any DLCs or expansion packs, then it should explicitly say so in the requirements section....which this workshop page does not, so it is assume that it will work if you only have the base game with no DLCs or expansion packs.

There is a way to force Steam to recognize if a Mod explicitly requires a DLC or not, which it will tell you on the Subscribe button, or in the Mod List (I have experienced both), which means if it's not appearing, the issue is likely that Mods list file from Steam not getting properly updated, possibly because you have background downloads blocked while the game is running.
