This looks like a 5cp map, not attack/defence
In attack/defence Red team is basically under siege by Blu, this map is symmetrical.

I agree. It also looks a bit like it could be a ctf map ( I love ctf sooo). QUESTION: Could a skilled rocket jumper be able to jump the wall in designated places?

No, at the moment the wall can't be jumped. I also like the idea of being able to jump it, but it certainly would provide an unfair advantage to classes who can rocket/sticky jump.

The plot being "screw the enemy's base over."
