Not able to build settler

I don't know why, but it seems I cannot produce Prehistoric Settlers, even if I have the tech (starting with it) and more than 1 pop. Can't buy it neither :(.

Update : Collective rules still give me a Settler...but no trace of way to build Prehistoric Settlers.

Update : At turn 347 (5590 BC, playing marathon), a Prehistoric Settler pops up for no reason in my capital. I really don't understand that mod...
