Really though, it depends on your use case and what features are most important to you.
Fine Road Anarchy is nice if you want to make complex intersections and interchanges, or just have more control over your roads. Get Move It too if you want to be able to really make use of Anarchy mods.
Unified UI is just a quality of life mod and it's perfectly fine to skip it, but if you want to keep a clean interface, or access things like Node Controller without needing to go into the Road tools, it's probably worthwhile to get.
Extra Landscaping Tools is very useful if you plan to do lots of custom landscaping or just want a faster way of leveling the ground. I also like that it includes a water spawn object so you can make fancy bodies of water, moats, ferry paths, waterfalls, etc.
