I just re visited the Imperial City again and found all the people that are usually roaming the streets gone. Even the guards are no longer showing up. Now this could be a problem on my side but I am just looking to see if anyone else who is using this mod has found this problem as well. I found two people inside different places but that is it as far as people in the town. I am going to revisit it again to see if anyone shows back up.
