you need to go to the ladder once you have it you add it there

Once you get the customization garage expansion from the toolbox in game, you go to the ladder in one of the corners, and the mod is found in the custom textures pack section.

use the ladder and press left so you get the "Custom Textures Pack"
and change from default to "Old car stuff"

it works just fine.
1) go to the ladder
2) where it says "section" push left so it changes to "custom textures"
3) in option choose the texture pack you just downloaded
4) done.
