I've tried everything i can at this point, all the tanks don't either take or do damage, an armored car is eating 400mm of penetration and wont die, i've used this command below to no avail

sv_simfphys_enabledamage 1

looked through the settings and haven't found anything that could help either. If anyone as a fix please let me know
