Change notes & Down air

Change notes say to talk about changes here but the changes aren't posted. Also ik its for the memes but down air is very unhealthy lol. Maybe he could have some sort of startup lag (akin to Ridley's skewer from smash ultimate), and it does about 20-40 damage when DIO crashes it into the ground?
