indicator values
can anyone answer how the colors correspond to when the buildings actually level up? Do reds counteract greens? Do you need to have so many in yellow? Appreciate any help here.

To me it seems that the game uses a balance of all those stats, when you reach a threshold the building lvls up. But it doesn't need to be a fixed value. For example, you can get a residencial building to lvl 5 with zero fire coverage, if you provide good metrics for all the other services

Many of my building get to lvl 5 when i put most services around 50... no need for all to be 80 or more
