Chill and Hypothermia not working properly

Hi!

I just realized that when I attack an enemy with my weapon while buffed with Hydrobrand, it causes Chill to the enemy if they have no magic armor, however, right after, when I use Chilling Touch, instead of applying Hypothermia to the enemy it just removes the Chill debuff and nothing happens. Is this supposed to happen?
